The history of the Tokiwadai Suburb:

The Tokiwadai 1 and 2 Chome district was developed by Tobu Railway in the mid-1930s and is based on an overseas suburb with a roundabout, tree-lined promenades, cul-de-sacs, and road-side greenery. The housing estate, often compared with Denenchofu, was one of Japan’s forerunners of suburban design. Initially, the suburb’s bylaws only permitted residences to be built and required house lots to be surrounded by hedges. The district was initially planned to be a switchyard for freight trains. That plan was scrapped in 1932, with the rail company changing the site to a residential neighborhood. 

In the first year of sales, half of the housing lots had sold or been leased. Tobu had fifteen architectural firms draw up sample house plans, and also provided their own in-house design team for buyers. 

Tokyo designated the Tokiwadai 1 and 2 Chome addresses as an Important Scenic Townscape District in 2004. Tokiwadai Scenic Guidelines were introduced in January 2008. These guidelines encourage tree planting and greenery.

Tokiwadai also has the most expensive residential land values in Itabashi ward, with residential land within the Tokiwadai 1 and 2 Chome district valued almost 40% higher than residential land outside of this planned neighborhood. Government assessed land values at the Tokiwadai 2-24-5 survey site have increased by 23% between 2014 and 2020, reaching the highest level since 1998.
