The Seijo neighborhood is one of Japan’s famous high-end residential areas and is similar in some aspects to Denenchofu.  The subdivision was developed in the early 1920s, with Seijogakuen-mae Station opening in 1927. The Seijo Charter has imposed strict building requirements on landowners, including requiring hedges as fences and banning basements. This has helped to largely preserve the attractive streetscape and greenery.

Charter requirements:

  • Building height limits of 10 meters.
  • Lot sizes cannot be subdivided into parcels below 250 sqm, but in the event of inheritance tax troubles, heirs may be permitted to subdivide land to a minimum of 125 sqm.
  • At least 20% of land is to be greenery.
  • No tall fences.


Building volume ratios are low in this area, which means a lot more land is needed to build a larger home. On this block of land, for example, the maximum allowable building footprint is just 40% of the land size and the maximum allowable house size is 80% of the land size. As a general guide, the maximum potential building size would be around 220 sqm depending on the actual surveyed land size.
