Tokyo’s Chiyoda Ward has announced plans that could require hosts of minpaku-style short-term rentals required to either live in the property with the guests or within close proximity. The new rules could be introduced in June to coincide and override the national regulations set to go into effect this year.

The ward also plans to assign two district designations – crowded and non-crowded districts. Crowded districts may be further divided into school districts and may limit the days of the week that live-in hosts can take guests and may completely ban overnight rentals where the host does not live in the property.

Kyoto City is also planning on introducing a rule that will require hosts to be within a short distance of each property, allowing them to quickly respond to any troubles or complaints. Chiyoda Ward’s rule will be the first of its kind for the Tokyo area.
